I haven't read the book (but based on this review, I'd like to). My general concern with applying lessons from, e.g. the Linux kernel, to governing is that they're fundamentally different. With open source projects, members self-select. That often means they have a certain degree of knowledge (or at least interest) in the subject at hand and some commonality of purpose. Governments are different in that the governed do not self-select.
