That's an excellent point; all water flows to the sea. In this example, I'm using "downstream" to mean the immediate downstream, not the eventual downstream. Perhaps a better phrasing would be to say that a copyleft license preserves freedom all the way through to the end user, while a permissive license preserves freedom through to the next developer downstream.

I'll think about how I want to best word that and update the article. Thanks for your input!

Glad to help! People are often afraid to simplify licensing concepts because they're really complicated in detail, but the high-level basics are much more approachable.
