Free League Publishing are working on their own Open Game Licenses after the recent Wizards of the Coast fiasco. Their Year Zero Engine (YZE) license is being designed specifically to share their own rules system but it could provide a useful template for other licenses. It might also prove attractive to gamers who want to avoid the baggage that comes with OGL.
I hadn't heard about ORC but it sounds promising. It's crazy that people need to jump through so many hoops just to say "you can use my work" so anything that makes it easier is always welcome.
