Carlos is an Open Data Independent Consultant with extensive hands-on experience acquired by the setup of more than twenty local, regional and national Open Data projects and initiatives all around the world, including pioneering methodologies and readiness assessment studies in partnership with the Web Foundation, the strategic advisory and technical management of the Open Data initiative in Spain, or the complete redefinition of the ePSIPlatform action plan.
