Loved the thought process here. And, I totally second your view on employing a mix of automation and manual. I have been in discussions where people argued that gates slow down the agility of an Agile or DevOps process. I, for one, have always believed that if you're going to implement something, you should do it right. Not using gates will compromise the quality, then what is the point of adopting DevOps in the first place?
