These observations/considerations are likely the same across multiple industries. I don't work in government and had to fight to change a similar type "approval" process. We still have the mentality of the golden repository and we are slowing changing that thinking..

I think Docker is going to change the way we think about virtualization. But the Docker site has a note about not being ready for production
* Please note Docker is currently under heavy development. It should not be used in production (yet).
