Rust commits to 6-week release cycle

Right now, there's two ways Rust is affecting Mozilla:

* Firefox nightly has the ability to build Rust files. There's a patch in the tracker to replace the URL parsing with a Rust library.

* Servo is a totally sepearate project, interested in seeing what an all-Rust browser engine can do
