I haven't tried this yet, so this is conjecture, but in my experience with other similar setups (Python+wxPython, specifically), compatibility with OS X is OK but requires a lot of manual intervention. It's likely that OS X lags in its version of Ruby, and you'll have to find a reliable installer for the GTK version, which will in turn require Xcode. I'll bet it's possible, but be prepared to have to work at it, and updates will likely break things. Windows (again, speaking mainly from wxPython experience) is easier.
