It's possible in time that Android will win out because the costs are high as you've mentioned. Apple has not released the numbers on how many schools are using their tablets or laptops or how many schools are iPad partners; and the US Department of Ed doesn't track the numbers either according to a recent NPR article (http://www.npr.org/blogs/alltechconsidered/2013/10/25/240731070/a-schools-ipad-initiative-brings-optimism-and-skepticism). But there are a lot of issues with using these devices in a classroom regardless.
