Great article, Sophie. I used SonarQube's technical debt plugin to gather data for my master's thesis. It was really nice.
You would definitely need a license to operate on any of the amateur bands. There are some unlicensed bands (e.g. for cordless phones and walkie talkies), but those usually have other restrictions. My understanding is that CB is pretty limited in the equipment you can use. I don't know that digital modes are approved on that band. You'd have to check with the FCC (or the relevant local authority if you're outside the US)
