I'm not sure this is exactly what you are looking for, but I found this <a href="https://docs.google.com/spreadsheet/ccc?key=0AsHml-k4XnX7dHJQSDBrdUphYlprc1N0N09KMzFzckE&usp=sharing#gid=0">spreadsheet</a> via the <a href="https://wiki.mozilla.org/Badges">MozillaWiki</a> which has a good list of software platforms for issuing badges, one of which is a pretty intuitive-looking Wordpress plugin. There's also a <a href="https://drupal.org/project/amobb">Drupal module</a> for Mozilla Open Badges Backpack integration. I'm less familiar with Joomla but I know we've got a lot of Joomla experts in our community here so maybe one of them can share with us if there is a similar solution for that platform.
More generally, for anyone interested in topics related to badges and e-learning, I'm taking (well, perhaps "auditing" is more accurate) <a href="https://www.coursera.org/course/gamification">a MOOC class on gamification</a> over at Coursera that might be interesting. It just started last week so if you join quickly there's still time to get caught up.
