Why isn't all government software open source?

Thanks John, I agree and have addressed your concerns in the article so you can forward it on. We strive to break out acronyms and make things easy to understand, however sometimes a few get through our radar. We will keep this in mind going forward. And, thanks for sharing this excellent article with your peers.
